The concept of universal basic income (UBI) has gained significant traction in recent years as governments and economists grapple with the challenges posed by automation, artificial intelligence, and widening economic inequality. UBI is a programme in which every citizen receives a regular, unconditional sum of money from the government, regardless of employment status or income level. Proponents argue that it could eliminate extreme poverty, reduce bureaucratic overhead associated with means-tested welfare programmes, and provide a financial safety net that encourages entrepreneurship and innovation. Several pilot programmes have tested the viability of UBI in different contexts. Finland conducted a two-year experiment from 2017 to 2018, providing 2,000 unemployed citizens with a monthly stipend of 560 euros. The results showed improved well-being and modest increases in employment among participants. Similarly, a programme in Stockton, California, gave 125 residents $500 per month for two years, and researchers found that recipients experienced reduced income volatility and were better able to secure full-time employment. Critics, however, raise several substantial objections. The most prominent concern is the enormous fiscal cost of providing a meaningful income to every citizen. Funding a UBI programme in a large country would require either significant tax increases, cuts to existing social programmes, or substantial government borrowing -- none of which is politically straightforward. Furthermore, sceptics argue that unconditional payments could disincentivise work, though the available evidence from pilot programmes has largely contradicted this claim. The debate over UBI also intersects with broader philosophical questions about the nature of work, human dignity, and the social contract. As automation continues to displace workers in manufacturing, retail, and even white-collar professions, the traditional link between employment and economic security is being fundamentally challenged. Whether UBI represents a pragmatic response to this structural shift or an idealistic proposition that ignores economic realities remains one of the most consequential policy debates of the twenty-first century.
